ICAO Language Proficiency Mandated

As of January 2026, ICAO English proficiency is mandatory for all personnel
operating on the maneuvering areas of an aerodrome (runways and taxiways). This
mandate applies to airport vehicle drivers operating under EASA Regulation (ADR.OPS.
B.029) to ensure they are operating with the minimum applicable proficiency which is
ICAO Level 4.
Below are the key details regarding the Radio Telephony training for Airport Vehicle
Operator Permits (AVOP) plus ICAO Language Test for general airport vehicle drivers:

1. Requirements for Drivers
 Mandatory Qualifications: All vehicle drivers operating on maneuvering areas
must hold an AVOP certification as issued by their relevant Authority
 Mandatory Certification: All vehicle drivers operating on maneuvering areas
must hold an ICAO English Language Proficiency certificate.
 Minimum Level: Drivers must achieve at least ICAO Operational Level 4.
 Focus Areas: The test evaluates the ability to understand and use standard
phraseologies and plain language in both routine and emergency (unexpected)
situations.
 Validity:
a) Level 4 certification must be renewed every 3 years. 
b) Level 5 certification must be renewed every 6 years. 
c) Level 6 is permanent and does not require retesting or renewal.

2. The Test Structure
The exam for airport personnel is an oral assessment designed to test practical
communication rather than just technical knowledge. It typically involves: 
 Audio Interpretation: Listening to and responding to simulated ATC radio
communications.
 Picture Description: Describing scenarios (often involving incidents or airport
operations).
 Interviews: A conversational, one-on-one interview with an examiner. 
 Practical assessment in real time: This involves an Assessor accompanying
the driver being tested while they undertake a driving inspection on the
maneuvering area following instructions from the ATC that is manning the ground
frequency.
