PROMOTING SAFER RADIO COMMUNICATIONS

The recent collision between an aircraft and a fire truck at LaGuardia Airport, highlight a
critical challenge in aviation: for all parties to maintain full situational awareness on
frequency during ground operations. While such tragic events are rare, they
demonstrate just how complex and dynamic the airport environment can be —
especially when multiple parties operate simultaneously in confined areas under time
pressure.
Mis-communication on frequency can result from:
 A lack of General English knowledge
 A misunderstanding of Aviation English terminology
 A misinterpretation of Radio Telephony transmissions
 A limited familiarity with the Aerodrome layout
The Challenge
Ground operations involve:
 Aircraft, emergency vehicles, and service vehicles sharing the same movement
areas
 Communication dependencies between ATC and all parties on ground frequency
Key Safety Benefits
1. Full visibility of all parties on ATC`s ground frequency
2. Identification of each party by ATC on frequency, not just detection
3. Real-time tracking of emergency and operational assets
4. Improved coordination between ATC and ground teams
Potential Solution to a safer Operation
The receiving party confirming with ATC that they may continue with their original
instruction prior to entering the runway, i.e. –
`Ground, Fire Vehicle 1, confirm we can still enter runway 07`
NOTE: This proposed transmission is made in addition to the initial readback of the
ATC`s instruction which is mandatory.

The repeat confirmation of the original ATC instruction firstly draws both parties to the
content of that transmission, and secondly makes other parties on frequency aware of
the instruction that is about to be carried out. The only downside of this transmission is
that it does result in an extra transmission on frequency.
A Safer, Smarter Airside Environment
Incidents like LaGuardia serve as a reminder that situational awareness is key to safety.
The continual evolution of safety and smarter working operations are always welcomed.
Ultimately, Smarter and safer work operations plus all parties on frequency need to work
together towards:
 Reducing the risk of ground collisions
 Improving operational coordination
 Enhancing overall Airside and Aerodrome safety
