The role of HERTL in 2 way radio communications

HERTL is an offshore acronym for the Helideck Emergency Response Team Leader, a role in the offshore oil and gas industry that is responsible for leading a team in a helicopter emergency. This is a senior position in the offshore aviation safety chain, responsible for leading the initial response to a helicopter emergency on an offshore platform.
The HERTL acts as the main communication link between:
a) The helideck emergency response team
b) The Helideck Landing Officer (HLO)
c) The offshore installation control room
d) Any aircraft crew or external emergency services
Their duties include taking control of radio traffic during an incident/accident such as a helicopter fire, fuel spill or medical evacuation. This will also involve directing team members to their assigned positions, monitoring the overall progress and ensuring safety of all personnel. As part of their responsibilities for ensuring that strict radio discipline is maintained, the HERTL will ensure that team members use the correct RT procedures on the assigned channels and remind team members to avoid cross talk or unnecessary chatter that could have a negative impact by blocking critical transmissions.
The HERTL must also be proficient in using the helideck's radio to communicate with the helicopter crew, air traffic control, and onshore support during an incident. In order to fulfill the duties of a HERTL the applicant must have successfully completed a Radio Operators Certificate of Competence (ROCC).

H - HEAR / Actively listen before selecting the PTT to transmit
E - EVALUATE / Think before you speak on frequency
R - RESPOND / Transmit your message clearly and concisely
T - TRANSMIT / Press the PTT button, wait a brief second and then transmit your message
L - LISTEN / After you have transmitted your message, release the PTT and wait for a reply
